After HOPE VI
AFTER HOPE VI: CAPITOL PARK. Capitol Park, a mixed-income, mixed-use community, was constructed at the site of the former Halifax Court. Demolition of the old site began in the summer of 2000 and was completed in the spring of 2001. Parkview Manor, a 90-unit senior living facility, as well as a new administrative building for the Housing Authority, a 24-unit villa style apartment building, 58 townhomes, and 37 single family homes have taken the place of the former Halifax Court Apartments. The residential units include a mixture of tax credit units for the elderly, public housing units and market-rate rental units. Capitol Park features a one-acre park, a community building and a day-care facility. In addition, RHA used HOPE VI funds to purchase 117 scattered site single family homes to be used as public housing. Residence in a scattered site single family home is limited primarily to working families.
