RAD Resident Meetings

A mandatory lease signing meeting is scheduled for all Berkshire Village household members age 18 and older. This meeting will be held at 971 Harp Street, Raleigh, NC at 11:00 AM on Thursday, September 15th. All Berkshire Village households must sign a new lease under RAD as the current public housing leases will expire on 9/30/2022. RHA will also provide Berkshire Village residents with important information related to their new project based voucher housing program.

RHA has been meeting with residents to discuss the program and process since 2019. To date, RHA has held over thirty resident meetings which discussed RAD conversion. Responses to frequently asked resident questions can be found here: Resident Meeting RAD Questions (Updated June 2022)

RAD General Information

RHA is converting a portion of its public housing properties to project-based assistance under the RAD Program. RAD offers greater flexibility to ensure the preservation of RHA’s affordable housing, the ability to leverage new resources to address capital needs, and provides a more stable and reliable funding source in the face of continued federal cutbacks to the public housing program. The first four properties are anticipated to convert to RAD by the end of 2022. These properties are Berkshire Village, Terrace Park, Meadow Ridge and Valleybrook.

RAD is a HUD demonstration program through which public housing units can be converted to long-term project based assistance. RAD does not provide any new HUD funds; rather, it combines public housing operating and capital subsidy into payments under a long-term RAD Section 8 Project-Based Housing Assistance Payment (“HAP”) contract.

RHA’s goal with RAD is to ensure the long-term preservation of affordable, quality housing for current and future residents. Current residents will continue to receive housing assistance following conversion provided they continue to remain in good standing with their lease obligations. Most residents will not see any impact to their rent, which is calculated to be approximately 30% of each household’s income. RHA will maintain substantially the same operational rules, rent structure and resident rights that are in place now. Residents should feel very little day-to-day impact.
