HUD issued a notice on February 28, 2018 (PIH Notice 2018-3) providing guidance to housing authorities on the use of Operating Funds for Capital Fund purposes.  Beginning in calendar year 2018, housing authorities have the option to use up to 20 percent of its Operating Subsidy for Capital Fund Activities.  Agencies that intend to use this flexibility are required to submit a statement regarding this as a financial resource in their Annual Plan.

RHA intends to apply this funding flexibility to the Operating Subsidy and Capital Fund appropriated to the agency in 2018.  Therefore an amendment to include such a statement in the 2018-2019 Agency Plan will be submitted to HUD for their approval

A public comment period for this amendment to the Agency Plan will be from:  August 13, 2018 until September 26, 2018.

Smoke Free Housing and Building Policy

Effective May 1, 2018, all residents, guests, employees, contractors and visitors on RHA property will be prohibited from smoking inside all housing units, common areas and buildings. Those who choose to smoke must only smoke outside and they must be 25 feet away from any RHA-owned building, entrance, window, or air return. Smoking is defined as the carrying or smoking of a lit product or the burning of any substance or material to be inhaled including, but not limited to: cigarettes, cigars, hookahs/water pipes, electronic cigarettes, or pipes.
